The Program |
The Diamond in the Rough Scholarship Fund has
been established by Paula E. Waters to assist
African American high school senior males from
select high schools who plan to continue
education in college or vocational-technical
programs. Scholarships are offered each year
for full-time study at an accredited institution of
the student’s choice.
This scholarship program is administered by
Scholarship & Recognition Programs (SRP), a
unit of Educational Testing Service (ETS). ETS,
an independent, nonprofit organization, is the
world’s largest private educational testing and
measurement corporation, and is known for a
commitment to advancing learning and
increasing opportunities for students worldwide.

Eligibility |
Applicants to the Diamond in the Rough
Scholarship Fund must
Be African American males who are high
school seniors attending
o Any public or charter school in Prince
George’s County, Maryland, or
o Any public or charter school in the
District of Columbia, or
o Westinghouse High School in Pittsburgh,
Pennsylvania
Plan to enroll in a full-time* undergraduate
course of study at an accredited two- or
four-year college, university, or vocationaltechnical
school.
*Full-time study is defined as full-time enrollment for the
entire upcoming academic year.
Have a cumulative grade point average of
2.0 – 2.9 (on a 4.0 scale) to be eligible to
receive an award.

Awards |
If selected as a recipient, the student will
receive a $1,000 award. Up to four (4) awards
will be granted each year. Awards are not
renewable, and are for one year only.

Application |
Interested students must complete the Diamond
in the Rough Scholarship Fund application,
which can be obtained at
www.PaulaWaters-DITR.org, and mail it,
along with a current, complete official transcript
of grades to SRP no later than May 1. On-line
transcripts and grade reports are not
acceptable. Applicants will receive
acknowledgement of receipt of their application.
If an acknowledgement card is not received
within three weeks, applicants may call or email
SRP to verify that the application has been
received.
Applicants are responsible for gathering and
submitting all necessary information.
Applications are evaluated on the information
supplied; therefore, answer all questions as
completely as possible. Incomplete
applications will not be evaluated. All
information received is considered confidential
and is reviewed only by SRP. CLICK TO APPLY

Selection of Recipients |
Scholarship recipients are selected on the basisof academic record, demonstrated leadership
and participation in school and community
activities, honors, work experience, statement
of goals and aspirations, unusual personal or
family circumstances, and an outside appraisal.
Financial need is not considered.
Selection of recipients is made by SRP. In no
instance does the sponsor play a part in the
selection. All applicants agree to accept the
decision of SRP as final. Applicants will be
notified in July. Not all applicants to the
program will be selected as recipients.

Payment of Scholarships |
SRP processes Diamond in the Rough
Scholarship payments on behalf of Paula E.
Waters. Payments are made on or around
August 15. A check is mailed to each
recipient’s chosen institution, and will be made
co-payable to the student and the institution.

Obligations |
Recipients have no obligation to the sponsor.
They are, however, required to supply SRP with
complete transcripts when requested, and to
notify SRP of any changes in address, school
enrollment, or other relevant information.

Revisions |
The sponsor reserves the right to review the
conditions and procedures of this scholarship
program and to make changes at any time,
including termination of the program.
